Taoufik Baccar
Former minister of Development, and Finance
Achievement
Through his roles as Minister of Economic Development, Minister of Finance, and Governor of the Central Bank of Tunisia, he developed deep expertise in banking supervision and risk management. His key contributions include:
In 2001, he reformed Tunisian banking legislation, establishing the universal banking model and creating a financial crisis management system. This was enhanced in 2006 with new governance frameworks including the Executive Loan Committee and Internal Audit Committee, alongside mechanisms to improve service quality such as account agreements, banking conciliation, and a services observatory.
He launched a comprehensive program ensuring Tunisia’s banking sector compliance with Basel II and III requirements, addressing risk control across credit, market, and operational domains, while strengthening institutional governance.
As Minister of Finance, he co-drafted the 2003 Anti-Terrorism and Money Laundering Law, established and chaired the Tunisian Financial Analysis Committee, and updated the legislation in 2009 to meet evolving international standards.
Samir Brahimi
Secretary General of Center for Prospective and Development Studies
Achievement
Samir Brahimi has gained extensive and in-depth experience in developing legal systems related to banking and financial activities, banking supervision mechanisms, and risk control. His expertise was further strengthened through his roles as Chief Executive Officer of QNB-Tunis and Secretary General of the Tunisian Financial Analysis Commission, where he contributed to the effective implementation of these approaches.
As Executive Director of QNB-Tunis, he focused on strengthening the risk control system in line with the requirements of the Basel Accord. In his role at the Tunisian Financial Analysis Committee, he supervised the committee’s work and represented Tunisia in international forums. He also chaired the Financial Working Group for the Middle East and North Africa region and led the Tunisian delegation in the discussions of the first joint assessment report for the Republic of Tunisia in 2006.
Noureddine kaabi
Secretary of State for Development and International Cooperation in the Tunisian government
Achievement
Noureddine Kaabi brings 32+ years of expertise in economic policy, development planning, and international cooperation. As Tunisia’s Secretary of State (2013–2014) and Economic Advisor to the Prime Minister (2011–2013), he led major economic reforms, supervised Tunisia’s new investment code (2016), and managed relations with key financial institutions during the transition period.
He represented Tunisia at the Islamic Development Bank, the World Bank’s Climate Investment Funds, and the G8 Deauville Partnership. From 2014 to 2020, at BADEA, he directed loan operations in 44 Sub-Saharan countries, coordinated co-financing with regional funds, and shaped BADEA’s 2020–2030 strategic vision.
Kaabi modernized BADEA’s procedures, launched project audits, and enhanced visibility through a new communication strategy promoting Arab-African trade. At Tunisia’s Ministry of Development (1992–2013), he designed five national development plans and secured major international financing.
A seasoned trainer, he has coached senior African officials in project management and negotiations, recently completing a World Bank mission in Comoros (April 2024). His work continues to strengthen African development and economic cooperation globally.
BADREDDINE BARKIA
Chief Executive Officer of Banque Tuniso-Libyenne;
Achievement
Badreddine Barkia brings over 40 years of experience in banking supervision, financial regulation, and executive leadership in Tunisia. As CEO of Banque Tuniso-Libyenne (2013–2015), he led strategic direction, governance, and operations during a key transition period.
From 1990 to 2010, he served as Senior Executive at the Central Bank of Tunisia’s Banking Supervision Department, ensuring the stability, compliance, and soundness of the national banking system. His deep knowledge of prudential standards, risk management, and financial regulation underpins his current consulting role with B&B – The Consultants & Partners.
Barkia has served on several high-level boards, including the Economic and Social Council (2009–2010), the Tunisian Foreign Bank, and the Caisse des Prêts et de Soutien aux Collectivités Publiques Locales (1997–2000).
He was also a board member of the Hédi Nouira International Think-Tank (CIPED) from 2016 to 2018, contributing strategic insights on Tunisia’s economic development and future challenges.
Mouna Saaid
General delegate of the Banking Association
Achievement
Mouna Saaid is a seasoned banking executive with over 30 years of experience in finance and leadership. As General Delegate of the Banking and Financial Council (2015–2024), she led major reforms in regulation, payment system digitalization, and cybersecurity, founding Africa’s first Banking CERT.
She transformed the Banking and Finance Academy into a leading regional training hub, launching programs in governance, risk management, and digital transformation. At UBCI–BNP Paribas (1992–2013), she directed the Trading Room—tripling profits—and later led Basel II compliance and process optimization.
Her career began at Citibank Tunisia, where she advanced through trading and management roles, gaining international experience in London, Hong Kong, and Paris.
She holds a degree in Banking from the Institute of Finance and Development for the Maghreb and certifications in ESG Governance and Project Management (2024). A board member of IFDM (2015–2024) and the Union of Arab Banks (2019–2024), Mouna is fluent in Arabic, French, and English, and recognized for her strategic vision and regulatory expertise.
Habiba Bettaieb
AML/CFT Compliance Expert and Consultant
Achievement
Habiba Bettaieb Ben Cheikh is a distinguished compliance and financial security specialist with over 30 years of banking experience. She holds a Professional Master’s in Internal Audit from IFACI (2012) and a diploma from the Institute of Banking Techniques, Paris (1999). Her international certifications include CAMS (Certified Anti-Money Laundering Specialist), CDPO (Certified Data Protection Officer), ISO 37001 Lead Auditor, ISO 31000 Lead Risk Manager, and PECB Certified Trainer.
Since 2021, she has served as a specialized director in AML/CFT, designing and implementing comprehensive anti-money laundering systems for financial institutions under the AML 30000 certification framework. At BTK-BPCE Group, she progressed through key positions: Risk and Compliance Director (2018-2020), where she developed and updated risk and compliance policies incorporating BPCE Group best practices; Risk Director (2016-2018), managing operational and financial risks; Internal Audit Manager (2007-2015), conducting audits, risk assessments, and process improvement recommendations; and Risk Analyst and Portfolio Manager (1995-2007), analyzing financial risks for institutional and corporate clients.
She represented BTK at Tunisia’s National Counter-Terrorism Commission and served as principal declarant to the Tunisian Financial Analysis Commission (2016-2020). A CNFCCP and PECB-certified trainer specializing in AML/CFT, she has prepared comprehensive guides on financial compliance and anti-money laundering, participated in national and international conferences, and actively contributes to professional associations in the financial and banking sectors, making her a sought-after expert in financial security.
